There are three doers. The living entity is doer No. 1. If he has knowledge, he realizes that all bodily activities are automatically carried out by the three modes of material nature. Therefore, the modes aredoer No. 2. The modes consist of inert matter, however. Thus they simply carry out activities which are desired by the living entity and sanctioned by the Supersoul. Therefore the Supersoul, who only sanctions, can be called doer No. 3.
BG 3.27 says ‘prakriti kriyamanani gunaih karmani sarvasah’ where the bewildered soul thinks that he’s the doer but the doer is the three modes of material nature. Refer Vedabase --> BG.3.27 (Doer No.2)
[“The word adhisthanam refers to the body. The soul within the body is acting to bring about the results of activity and is therefore known as karta, "the doer." That the soul is the knower and the doer is stated in the sruti. Esa hi drasta srasta (Prasna Upanisad 4.9). It is also confirmed in the Vedanta-sutra by the verses jno 'ta eva (2.3.18) and karta sastrarthavattvat (2.3.33). The instruments of action are the senses, and by the senses the soul acts in various ways (Doer No.1). For each and every action there is a different endeavor. But all one's activities depend on the will of the Supersoul, who is seated within the heart as a friend(Doer No.3). The Supreme Lord is the supercause. Under these circumstances, he who is acting in Krsna consciousness under the direction of the Supersoul situated within the heart is naturally not bound by any activity. Those in complete Krsna consciousness are not ultimately responsible for their actions. Everything is dependent on the supreme will, the Supersoul, the Supreme Personality of Godhead. ]–Refer Vedabase --> BG.18.14.purport
[Since the omnipotent Lord is situated within the heart of everyone, He can give directions to His sincere devotees by which they can attain the right path. Such directions are especially offered to the devotee, even if he desires something else. As far as others are concerned, God gives sanction to the doer only at the risk of the doer. But in the case of a devotee, the Lord directs him in such a way that he never acts wrongly. The Srimad-Bhägavatam (11.5.42) says:
sva-päda-mülam bhajatah priyasya
tyaktänya-bhävasya harih paresah
vikarma yac cotpatitam kathancid
dhunoti sarvam hrdi sannivistah
"The Lord is so kind to the devotee who is fully surrendered to His lotus feet that even though the devotee sometimes falls into the entanglement of vikarma-acts against the Vedic directions—the Lord at once rectifies such mistakes from within his heart. This is because the devotees are very dear to the Lord."] Refer Vedabase --> Isopanisad Mantra 18, purport
