Relationship of Karma Kanda to Bhakti

Hare Krishna,

Please accept my humble obeisances. 
All glories to Sri Guru and Gauranga!
All glories to Srila Prabhupada!

Would you please explain me how can a karma kanda follower be Krishna conscious?

Do we have to be above the level of naiskama karma yoga to get full bhakti?
Can we get full bhakti or surrender at naisakama rather than karma kanda?

 Karma kanda refers to the section of Vedic literatures which recommend fruitive activities and sacrifices for elevation to heavenly planets termed collectively as svarga loka.  The Karma Mimamsa slogan is thus, svargah kamo yajeta, one who wants to attain the heavenly planets must sacrifice.
Krishna says in Bhagavad Gita, vedais ca sarvair aham eva vedyo.  By all the Veda I am to be known.  
So, the question has been raised, how does this karma kanda lead to Krishna?

Generally, in order to perform any yajna, there is need for a qualified brahmana.  They perform the sacrifice to Vishnu, or Krishna, either directly or through demigods. The Lord blesses the sponsor of the sacrifice with the promised punya.
Before and after the sacrifice, naturally the sponsor will hear from the brahmanas about various topics because they are saintly persons.  So it is only a matter of time before they hear about a goal higher than even the heavenly svarga loka.  
om tad visnoh paramam padam 
sada pasyanti surayo 
diviva caksur-atatam
tad vipraso vipanyavo 
jagrvamsah samindhate
visnor yat paramam padam
"Just as the sun's rays in the sky are extended to the mundane vision, so in the same way the wise and learned devotees always see the supreme abode of Lord Visnu. Because those highly praiseworthy and spiritually awake brahmanas are able to see the spiritual world, they are also able to reveal that supreme abode to others. [Rg Veda 1.22.20-21]
By hearing about the Param padam, the sponsor of the karma kanda sacrifice becomes interested to know how to get there.  And the door to more intimate knowledge is opened to him.  He comes closer to the brahmanas and learns of upanisad (come close).
Bhagavad Gita is also known as gitopanisad because Krishna is giving this most confidential knowledge to those who approach and hear closely.
