following ten and a half verses of the Srimad Bhägavatam (2.9.9-18):

The three modes of material nature — goodness, passion and ignorance —
influence the living entity but not Me. Manifesting within his mind,
they induce the living entity to become attached to material bodies and
other created objects. In this way the living entity is bound up.

In the beginning of the creation, the Lord first expanded Himself in the universal form of
the puruṣa
incarnation and manifested all the ingredients for the material
creation. And thus at first there was the creation of the sixteen
principles of material action. This was for the purpose of creating the
material universe.
