Impressions produce thoughts. Impressions are formed though audio reception and impression are formed through visual reception. The senses corporate with the mind and produces impressions in the Mind.
Thinking followed by feeling and then willing propensities culminate from Impressions in the mind.
The Minds tutor is the intelligence and when the experience is bad (feeling bad) then the mind has the propensity to reject the good intelligence resulting in reckless thoughts ending in mindless acts.
When we say Mind Control we say are speaking of Mind Power, Thinking Ability, Feeling Propensity, Will Power all the terminologies are not only positive but reminds us that our mind has the power to influence our acts.
When a person performs a heinous crime we say under the influence of reckless thoughts or another reckless speech (now reckless speech of another is also because of the thinking followed by feeling and willing propensity does the tongue act getting the signals form the intellect and then getting processed in the mind throwing signals of acceptance or rejection).
In the case of acceptance it corporates with another mind set and in case of rejection it rebels with another mind set.
Now this corporation among people in case of good people or in case of bad people (were the percentage of good & the percentage of bad tags them with these adjectives ) is only when they are like minded. The like minded people get influenced by each other thoughts and join hands and increase their bonds through the feeling propensity and end up willing doings things which many be good or detrimental to others depends on the kind of association the mind takes or receives.

WHO has listed 400 different types of mental & behavioral disorders as of now and they say when ever a new case comes up they keep adding to the list in their news letter. This updates are going to be endless till we realize that the 400 disorders are only part of the 8400000 types of minds out of which Human types of mind are 4,00,000 . each mind is working different therefore in the scriptures it is said that one should not show inclinations to study Psychology. The significant reason being by permutation and combination of the three gunas and there are not only 8400000 spices but the impressions of experiences from millions & millions of life times are stored in the mind. Hence the disease of such a mind is not possible to comprehend or cure by any mortal being. It is only through Mantra Chanting followed by Mantra Meditation on the Maker of Mind that is Krsna can it be possible to solve the problems & concerns of Mind. We have not covered the repercussion due to mental disorders in this post. If we start on that road then speech disorder, brain disorder... the list will become endless and we will end up summarize history of zombies. On the positive side we can summarize History of saints.
Boiling down to foolproof treatment plan.It is chanting Hare Krsna Mahamantra and worshiping Krsna as Kesava the controller of the Mind.
