Krishna clearly states in Bhagavad-gita 7.15-16 that those who surrender to him are pious and that those who do not surrender unto Him are miscreants. He also states in Bhagavad-gita 15.15 that the Vedas are meant to bring one to the point of surrendering to Him. Those do not understand the ultimate goal of the Vedas and misuse the Vedic wisdom for their own selfish purposes and thus do not surrender to Krishna are counted by Krishna amongst the miscreants.
