Because Arjuna does not ask about this in BG.
Bhagavad Gita is conversation on battle field of Kurukshetra centered about Arjun's duty.
But this is not to say that Sri Krsna has not talked about this. In Srimad Bhagavatam Sri Krsna describes in detail about science of devotional service to Uddhava. This runs in to many chapters.
More specifically Lord Sri Chaitanya who is Sri Krsna Himself has very strictly warned about offences.
Also in Srimad Bhagavatam also many stories are there - Daksha & Lord Siva, Citraketu and Lord Siva, Indra and Durvasa, Ambarisa & Durvasa etc.
So it is expected that practicing devotees need to be careful to guard against offences to vaishnavas. It is the responsibility of their spiritual life.
If it is expected that a person goes on committing offences and still make advancement, it doesn;t make sense.
Aparadha is Apa + Radha = Means going against Radha. How can Krsna allow this ?
