How is the parakiya-bhava applicable in Krsna consciousness?
Parakiya-bhava means accepting a paramour instead of one's husband as one's lover.
The modern elected government is nowhere near the standard exemplified in the Bhagavad-gita.
One has to be very careful when working for such a government because mistakes become intolerable.
A woman who is in love with another man other than her husband performs her chores with great care so that there is no suspicion.
Similarly, when one is determined to execute Krsna consciousness in a mode of governance which does not recognize the Absolute Authority of the Lord or that He is the original Propreiter of everything, it is better to follow the example of an unchaste woman and execute Krsna consciousness silently.
Actually, Lord Krsna is the real Husband as was recognized by the gopis, some of whom were married to others. We cannot imitate the gopis because that is not the Vaisnava etiquette, besides, it has become impossible to give up family support. But, we can follow in their footsteps by hearing and conversing about them.
The government of Kamsa was inimical mainly towards Visnu. Therefore, the target was the brahmanas and cows.
If the modern government can focus on these two features only, maintaining the cows and a class of intelligent scholars to whom they must revert to for guidance then perhaps the parakiya-bhava may not be desired for ordinary things!

    The answer is definitely 'No' because it is directly answered by Prabhupada in the Krsna book, chapter 29, The Rasa Dance:Introduction that: " There is no possibility of enjoying the transcendental parakiya-rasa within the material world. It is stated in Srimad Bhagavatam that one should not imitate this parakiya-rasa even in dream or imagination. Those who do so drink the most deadly poison."
